電熱が家庭で利用され始めたのは1910年代以降で、最も古い記録は京都電灯による電熱器貸付けである。その後大都市で家庭電熱の供給体制が整備され、1920年代に電熱使用は増加するが、電力消費に占める割合は低くとどまった。戦前日本においてラジオとアイロン以外の電気製品の普及は遅れたが、電力の熱源としての利用が高価であったことが理由であろう。電力のほかに重要なエネルギー源としては農村における農業廃棄物と亜炭がある。亜炭は火力が弱いが保温性がよく安価で、限られた地域で産出・利用された。

Electric heating's began to be used at home in the 1910s. The oldest usage recorded is electric heater lending by Kyoto lamp. After that, the supply system for home electric heating was developed in the larger cities, then the electric heating use was increased in the 1920s. Yet the percentage of power consumption remained low. In Japan before WWII, the penetration of electrical products except for the iron and radio was slow. It was probably because using them as a heat source of power was expensive. There are lignite and agricultural waste in rural areas as an important energy source besides electric power. The firepower of lignite is weak but it is warmth and inexpensive, so they were produced and used in some limited areas.
