電熱が家庭で利用され始めたのは1910年代以降で、最も古い記録は京都電灯による電熱器貸付けである。その後大都市で家庭電熱の供給体制が整備され、1920年代に電熱使用は増加するが、電力消費に占める割合は低くとどまった。戦前日本においてラジオとアイロン以外の電気製品の普及は遅れたが、電力の熱源としての利用が高価であったことが理由であろう。電力のほかに重要なエネルギー源としては農村における農業廃棄物と亜炭がある。亜炭は火力が弱いが保温性がよく安価で、限られた地域で産出・利用された。

The use of electric heating started in the 1910's and the oldest record of its usage is the leased-service electrothermic equipment of Kyoto Electric Company. A city-wide supply system for electric home heating was put into service and its use has expanded in the 1920s but the user-base remained quite low. The spread of electronic goods besides clothes iron and radio had generally fallen behind in pre-war Japan but it seems that the reason behind the delayed adoption of electric power as heat source is the utilization cost. There are other major energy sources such as agricultural waste and coal. Coal's heat insulation property is quite weak but very cheap and it is produced and utilized in limited regions.
