１９７８年のエネルギー供給量は１９７３年から５％ほど増えたものの、石油依存度は低下した。エネルギー供給量の内訳では、一次電力と天然ガスの増加が目立つ。原子力発電は１９７８年には１３地点で行われ、発電電力量の10.5%を占めていた。1965年に設置された通産大臣の諮問機関である総合エネルギー調査会は答申を二回出し、1970年に出された第二次答申では1975年のエネルギー供給予測を上方修正した。この予測は石油危機を織り込んでいなかったため、現実の数値とは大きく異なることとなった。

Although the energy supply in 1978 increased by approximately 5% from 1973, the dependency on petroleum decreased. As for the breakdown of the energy supply, increase of primary electricity and natural gas stood out. The nuclear power generation was carried out at 13 spots in 1978 and accounted for10.5% of generatied energy. The Advisory Committee for Energy, a consultative body of the Minister of International Trade and Industry established in 1965, submitted its reports two times, making an upward revision of the 1975 energy supply prediction by the second report of 1970. This prediction did not count the oil crisis in, so it resulted to greatly differ from the real figure.
