Often these environmental incentives function as self-fulfilling prophecies. For example, does the concentration of VCs create network effects and technology spillovers, or do VCs move to the Valley to take advantage of spillovers? Perhaps the self-reinforcing nature of these processes is the true driver of iterative development in the Valley, providing a framework whereby idea origination and execution can complement one another by drawing on the successes and failures of previous generations.
