It says 釣る which means to fish in the original text so the 針 above has to be translated as hooks or else the text will not make any sense. Then you can assume that it is a fishing site and that they probably had accidents where the fishing hooks got caught up in the skin. It is most likely for an ad so you should not display 2 translations like "hooks/needles". You also have a part in your correction that makes absolutely no sense in English. "Of these, incidents where people get themselves stuck are, they are almost invariably cases where people are sticking other people."
Oh yes, it seems I wrote over your sentence; it should read:"Of these (incidents), the majority are not incidents where people get themselves stuck but rather cases with people sticking other people."
