I am sorry for the delay in shipping but I never ship until the status has cleared I will insert the paper I printed this morning for your proof that the date of today the status was still uncompleted. Sorry for any inconvenience. I will check the status again after work and if still has not cleared I will call PayPal to find out why it has not cleared. I will contact you again later tonight after I get home from work.

すごくきれいな日本語訳をしていらっしゃると思います。ただ、「PayPalにて資金が未だに使用不可になっております為」のところは、the money still has not clearedが抜けている様にもみえます。せっかく後文のclearを「お支払い」と統一して訳していらっしゃるので、「PayPalにて支払いが完了しておらず、資金が未だに使用不可になっております為」とするのはいかがでしょうか。
