以前、EUにおいて、€1000以上の荷物を日本に送る際、集荷後にExport Declaration and Movement Reference Numberが必要だと言われたことがあります。
SHIPPERはそれを作成できなかったため、私は荷物の返送代金€300支払いました。
このようなことが無いように、集荷時に書類不備があればドライバーに集荷させないようにするにはどのようにすればいいですか？

Previously the EU said that an Export Declaration and Movement Reference Number is required after collection when sending packages worth over €1,000 to Japan.
SHIPPER couldn't provide this, so I paid €300 for the package to be returned.
In the future, how can I prevent drivers from picking up packages with incomplete documents? I want to avoid this situation occurring again.
