以前、EUにおいて、€1000以上の荷物を日本に送る際、集荷後にExport Declaration and Movement Reference Numberが必要だと言われたことがあります。
SHIPPERはそれを作成できなかったため、私は荷物の返送代金€300支払いました。
このようなことが無いように、集荷時に書類不備があればドライバーに集荷させないようにするにはどのようにすればいいですか？

Previously, I was told that the Export Declaration and Movement Reference Number is required when shipping a package at higher than €1000 to Japan from the EU.
As the shopper could not prepare it, I paid €300 to return the package.
Not to do so, what shall I do for making a driver not to collect if the document is incomplete?
