発送から30日以内に配達をしたことになります。実際に配達を完了しているかわかりませんがその番号は一時的に有効でした。USPSに再度確認したら反映しなくなりました。実際に配達を完了しても”買手は受け取っていないから嘘の申告をして異議を唱えることもできる”犯罪の手口の可能性もありますので郵便局で調査を依頼します。また、返金した資金を回収するようPayPalに訴えてみます。
It means the delivery was within 30 days after the shipment. It's not clear whether the delivery has been actually completed, but the number was valid temporarily. It wasn't reflected anymore after the second conformation with USPS. Even the delivery has been actually completed, there is a possibility that it is "a false accusation can be made because buyer has not received" kind of crime, so I ask for an investigation at post office. Also I'll report this to PayPal, so that the refund money will be returned.
