For collective works the artists must nominate one representative who will be the
refernt during every stage of the competition. Participation may also be arranged by Ministries, Cultural Organisations, Associations etc.
The participation is free and the Jury, during the works of selection for the final step of the Competition, is allowed to valutate the curricula of the participants.

すみません。非常に難しい翻訳です。スペルの間違いもいくつか含んでいますし。"refernt" は "referent" の間違いでしょう。しかしそうなりますと、「参照の役目をする代表者」という意味の良く分からない表現が出来てしまいます。また、"valutate" は "valuate" の間違いだと思います。しかしまた、そうなりますと、「参加者らのカリキュラムの評価を許される」という、分かりにくい表現が生まれます。キチンと翻訳が出来ず、申し訳ありません。
