After the proposal became a law, traffic accidents caused by drunken driving decreased dramatically by 22.5 percent compared to the same six-month period a year before. Another proposal was to require passengers in rear seats to use seatbelts when driving on expressways. Statistics indicated that the fatality rate for rear-seat passengers without seatbelts was four times higher than for those wearing them in traffic accidents.
改訂案が正規法となったのち、飲酒運転による交通事故は、それ以前の同時期の六ヶ月間と比較して22.5％と劇的に減少した。もう一つの改訂案は、高速道路の走行中は後部座席の乗客にシートベルト着用を義務づけるというものであった。統計では、交通事故において後部座席の乗客がシートベルトを着用していなかった場合、死亡率は着用していた場合の４倍となっている。
