In 1998, for example, the US Justice Department and 20 US states brought an anti-competition case against Microsoft related to alleged breaches of an earlier ruling concerning the packaging of the Internet Explorer web browser with the Windows as. In the' first instance, the finding went against Microsoft in a ruling, part of which stipulated that Microsoft should be split into two divisions. Microsoft appealed, however, and the Department of Justice, while not overturning the findings of fact, overturned the original remedy agreeing a settlement with Microsoft to share its application programming interfaces knowledge with third-party companies.
