無事に問題は解決しました
インボイスはギフト発送でしたが商品の値段が1セント？と書いてあったのが税関で保留されたようです
申告した値段が安すぎたようです
50ドル～80ドルの間くらいで申告して頂けるとスムーズに通過すると思います
その値段なら関税がかかりません
あと素材がコットン？と書いてあったのも原因のようです。
フィギュアの素材はresin？と正確に書いた方がいいようです

The invoice was sent by gift, but 1 cent was listed as a price of the item. For this reason, it was stopped at customs clearance.
