在クロアチア日本大使館より回答が有りました。
セレモニーへの代理出席について、問題無いとのことです。
ただし賞状、賞品の類は受け取れないとの事でした。
必要であれば、セレモニーの後に私の方までお送り頂ければ幸いです。

セレモニー当日について、直接打ち合わせをお願いします。
クロアチアは私にとっても憧れの場所であります。
今回の参加は適いませんが、いずれ訪問できる時を楽しみにしております。
I got an answer from the Japanese embassy in Croatia.
They said there's no problem with a representative attending the ceremony.
However, they said he won't be able to receive the honorable certificate or the prize.
If needed, it would be great if it could be sent to me after the ceremony.
*The digital file would be fine too.

Please discuss directly on the date of the ceremony itself.
I have always admired Croatia.
My participation can't be granted this time but I am looking forward to the time when I can visit.
