PayPalでの支払いができないのですが、あなたの方で何かPayPalの設定をしてないでしょうか？(アメリカ以外のPayPalアカウントで支払いは受けない等)
他のセラーで購入したものは支払いできるので、特にこちらは問題ないと思います。

アメリカの私の事務所に送ってもらい、そこから日本に輸送する際にガソリンを入れて使った物かどうかで輸送費が変わってくるので教えて下さい。
As I cannot pay via PayPal , weren't you set the anything for PayPal yet?
For instance, the payment for PayPal is rejected other than US.
As I can succeed to pay via PayPal for the item from other seller therefore we don't have any problem i suppose. Please review and change for your setting for them.
Have you ever filled petrol to that tank before?
Is that firstly item for being filled with petrol, right?
I ask to send to the office in US, and just tell me whether it was used for really refilled before please. Because this is related for the shipping charge.
