クレジットカード会社に問い合わせした所、
海外利用なのでセキュリティでロックがかかり決済が出来なかったようです。
現在はロックを解除してもらったので決済出来るはずです。
再度決済をおためしください。

I asked credit card company, the transaction had not been done as it was locked due to security because it was used in foreign country.
Not it is unlocked so you should be able to do transaction.
