I can understand and speak Japanese, so living in Japan has gotten easier because I can use the language. Most of friends however can't speak Japanese, and they have problems usually with getting a cellphone plan that fits their needs. They end up paying for services they do not want just because they cannot understand.
Information from banks and cell phone companies is poor and hard to understand. My government office has English staff on certain days and they are very helpful.

The first time I bought a Shinkansen ticket it was not clear that I needed both a fare ticket and a seat ticket, and I couldn't communicate with the railway staff. They also would not help me fix my mistake so I had to buy an entirely new ticket.

I am trying to bring my child up bilingually. There is little to no multicultural education apart from very expensive international schools. Museums/aquariums/zoos etc, if they have English will just be a one word name with real info only in Japanese. No one speaks English in service industries (train stations, museums, restaurants).
When I went to visit my friend in Saitama I got lost because I took the wrong bus. The bus timetables and information were only in Japanese so I wasn't sure which bus to take.

Even in big museums like in Ueno often there isn't enough information in English. For example they only provide headsets in Japanese. As foreigners pay tax the city governments should provide more information in English at museums. The city government provide fully bilingual websites. And employ a person who can speak information. When I went to city hall nobody could speak English well so I didn't get the information I wanted.

At restaurants, if there were no pictures I could not eat there. Shopping at the local grocery store with no English speaking associates to answer questions, made buying food challenging. Some trains, the map would switch from English to Japanese. Although, some trains don't have that feature and I have to use a train application on my smartphone. If not for the app, I would be lost often!
Sometimes the signage is available in English but there are no staff members who can communicate in English fully so it's misleading and disappointing.
Lack of English everywhere
適切な案内が無かったために電子投票所の近くで入口を見つけることができずずっと歩き続けるということもありました。
レストランでは写真の無いメニューだと食事をすることすらできません。食料品売り場での買い物にしても、英語の質問に対応するシステムが整ってないとあっては、こちらとしては買い物が一種の「チャレンジ」のようにすら思えてきます。ある電車などでは地図が英語から日本語に変えられてしまってたこともありました。いくつかの電車ではそのような特徴はありませんが、やはり我々外国人としてはスマホの電車乗車用アプリを頼りにするしかありません。
ときどき英語で書かれた標識もありますが、しかしそこに英語が十分に話せる人間がいないために、読み間違えて違う所に行ってしまいイライラさせられることになります。
どこもかしこも英語が少なすぎるんです。
Lack of English everywhere
I went to ask the information in city hall but I have to wait for long time to get the person who can speak English

When I made a special journey to visit a park I was shocked because they were locking the gates so I couldn't enter. I had been to the park before but never saw any information about closing times in English.
I have had no problems, speaking and reading Japanese since before I came to Japan. However, I know that the lack of English guidance, poor-English guidance and lack of English speakers can present problems to the more timid traveler.
英語を話せる人がどこへ行っても足りません。
市役所に情報を聞きに行きましたが、英語を話せる人が来るまで長く待たなければいけませんでした。
英語の説明や掲示があることもありますが、間違った英語で書かれており、メッセージを理解するのに少し時間がかかりました。
公園へ行こうと特別に出かけた時、門に鍵をかけていて中に入れずショックでした。その公園へ行ったことはありましたが、英語で閉館時間についての情報を見かけたことはありませんでした。
私は来日前から日本語を話し、読むことに問題は全くありませんでした。ですが、英語のガイダンスの少なさや間違った英語のガイダンス、英語を話せる人の少なさは気弱な旅行者に問題となりえます。
