I think it's not concerned with VAT because I ship merchandise from Japan or U.S.

I got negative feedback from American buyer yesterday. I took care of his order in a timely manner. I got order on 3/15. I made same day shippig on 3/15. A package was delivered on 3/19 but returned because of absence. ( A delivery notice was left.) Then it was kept in the post office. He got it on 3/30.
