As you said, USPS website tells the item has been delivered despite it is not.
I also checked. It doesn't make sense that delivery time is at 2pm on July 30th.
It is still at 10am on 30th in Japan.
Probably, the mail deliverer had entered "delivered" before he/she delivered it to you.
Please set your mind at ease, I think they would contact USPS by day after tomorrow.
I will ask the post office to inspect by tomorrow.
