Since I've been living in Japan, I'll register my Japanese address on Paypal. I definitely cannot change it. I can do it, but if I change my registered address from Japan to the address of the forwarding company in U.S, I won't be able to make a remittance. This is why I don't accept "your changing registration request". And also, I asked to tell me "shipping fee to Japan", but I've never said a word requesting to "issue revised invoice to deliver straight to Japan and confirm it".
