設計や工程が確立していない時は、工程が不安定なため工程で品質を作りこむことが困難であるため検査によって品質を確保する必要がある。

Forecasting Quality defects
Since Inspection is made using small sample, people come up with sampling inspection method.
However, In case of defects involved in safety and serious ones , total Inspection is needed.
"It is all right to deliver them to customers" from which this is already received as trustworthy ones.
