それなのに商品を発送しないのは何故ですか？
paypalのクレームは商品が到着すれば取り消します。
現在paypalのクレームを取り消した場合、万が一あなたが商品を発送しない、または届いた商品に問題があった場合私はpaypalを通じてあなたにクレームを出す事ができません（paypalは一度クレームを取り消すと、２度目のクレームを出せない）。
先にpaypalのクレームを取り消す必要があるのであれば、私は危険な取引をできないので、取引を中止します

Why don't you send the item to me yet?
I'll turn down the complaint of paypal soon after I get the item.
If I turn down the complaint NOW, I won't be able to do anything if you don't ship the item or something wrong with the item( Once I turn down the complaint, I cannot make second complain).
If you want me to cancel the complaint first, I want to cancel this deal since I don't want to take any risk.

If I withdraw complaint on paypal now and you shouldn't send the product or there should be something wrong with the product, I could not complain against you via paypal. (If you withdraw your complaint on paypal once, you can not make second one.)
If you require me to retract the complaint previously, I'd like to cancel the transaction because I don't want a risky dealing.

It cancels the claim of paypal when the goods arrive.
At present, in the claim of paypal, when doing cancellation, when there is a problem in the goods to which you didn't send off goods or them reached, I can not present a claim to you through paypal.
( paypal can not present the 2nd claim when it cancels a claim once ).
