関税がかかるとあります。
その際は関税局まで引き取りに行くようにとも記載があります。

請求理由はなんだと言っていますか？
どちらにしてもどういった経緯で今の状況になっているか

I have traded with so many customers in Singapore but have never heard something like this before.
Actually EMS policy describes that there are cases when customs duties may be incurred upon random inspection by the customs office. It also describes that you will be requested to pick up your package at the customs office in such cases.
Where did the request come from? And what do they say for the reason for the upfront fee?
In any cases, we are inquiring with the EMS agency here.
Please allow us a while to hear from them.

We have been working with Singaporean clients for several time , however, this is my first time to deal with such a case.
In fact, according to the EMS agreement, it takes a duty only when there is a surprise inspection.
It is also mentioned that if this happens, then you have to go to the be Bureau of Costumes to take it back.
Incidentally, where was the request from? Also, what was the reason for this request?
In either case, we are asking the to get contact with EMS handling agent from the post office trying to confirm the details of the current situation.
