英語圏ではないため、月を英語ではなく数字で取得したいのですがどこを変更すれば良いか教えてもらえますか？
あと要望ですが、トップページは登録してある全てのサイトが更新日順に並ぶと良いと思います。

As we are not an English-speaking country, I want to obtain the month in numbers instead of in English names. Could you tell me which part I need to change?
And this is a request but I think it would be nice if the top page displays all the registered sites sorted by the updated date. Please take it as a suggestion.
