アメリカ、イギリス、カナダ以外のは、殆ど全ての国のpaypalアカウントはUnconfirmed addressです。
Confirmed addressになるにはAddress Verification Systemに対応したクレジットカード会社のカードをPaypalのアカウントに登録して、Expanded Use enrollment processを済ます必要があります。

Almost every country's PayPal account except U.S, U.K. and Canada are Unconfirmed address. To be Confirmed address, you have to register Address Verification System compatible credit company card to PayPal account, and execute Expanded Use enrollment process.

The PayPal accounts, other than in the USA, England and Canada, are unconfirmed addresses.
In order to obtain the confirmed address, you have to register a credit card from credit card Company, which corresponds the Address Verification System, on your PayPal account. Then you also have to complete the Expanded Use enrollment process.

しかし日本のクレジットカード会社はAddress Verification Systemに対応していませんので全ての日本人のpaypalアカウントはUnconfirmed addressとなります。
つまり、日本人はpaypalアカウントにログインしてもConfirmed addressにすることはできないのです。

But the credit company in Japan is not compatible with Address Verification System, so all Japanese PayPal account must be Unconfirmed address.
In short, Japanese can't make Confirmed address even if they login to PayPal account.
I made faithful deals on eBay continuously up to now.

However, since Japanese credit Companies don't correspond Address Verification System, all Japanese PayPal accounts are supposed to be Unconfirmed address.
In other words, there is no way to get Confirmed address for Japanese although they are able to log in their PayPal account.
I've had so many bona fide sales on eBay so far.
