やや攻撃的な内容ですが、そのまま訳しました。「春節後に業務再開して、なぜすぐにこんなに遅れると連絡をくれなかったんでしょうか。」が二度原文に出ておりますが、そのまま訳しています。
相手にこのままメールするのは、失礼になるでしょうか？ けんかをしたいわけではないもので。事前に連絡がほしかったことと理由を知りたいだけです。相手を不快にさせるので辞めておいた方がいいでしょうか。
たぶんこのままの原文で翻訳するとちょっと口調・内容が少し強いような気がします。もちろん理由を聞くのはお客様に説明するというので必要なので、事前に連絡が欲しかったという点をもう少し強調して和らげた方が、個人的にはいいと思います。
出だしから「なぜ何々しなかったのんだ」というのが少し押しが強く感じる理由なのかもしれません。まだ商品が届かないのなら、「PIを請求したのは12月、支払いをしたのは1月でもう今頃配送されるものと思っていたのに（あるいは相手側が配送日を指定していたのなら、その日付）、まだ届かないのですが、どうなっているのでしょう？ぐらいではじめてはいかがでしょうか。
