法定上の障害者実雇用率と実際の被雇用人数を用いて再計算した雇用率は一致しない。「障害者雇用状況の集計結果」(厚生労働省、2014)を所定の計算式にあてはめたところ、データ的に、ダブルカウント制度も短時間労働も「一定の役割」と「継続の必要性」が再確認された。今後は、少子高齢化に伴っての労働力不足等の背景のもと、「雇用率」のみならず「被雇用者総数」の視点も重要になってくるかもしれないとした。

Legal actual employment rate for handicaped person and employeement rate for handicaped person which is recalculated by actual employeement rate are not consistent.
If I put below result into prescribed formula
「Calculation result for status of employment for handicaped person」(Ministry of Health, Labour and Welfare ,2014) ,
「Certain role」 and 「Necessity for continuous」 are confirmed as data about double count system and short time work.
In the future, there will be social background which is short of work force due to low birthrate and high longevity. So under this background, it might be important to have view for not only 「employment rate」 but also 「total amount of employeed person」.
