メーカーから以下の通り回答がありました
PS/2接続は古い規格の為USB接続の様に電源が入った状態で着脱する事は出来ません
パソコンをシャットダウンで終了し、コンセントを抜いて、通電が全く無い状態にしてください
この状態でPS/2変換プラグを使用しパソコンに装着してください
コンセントを接続し起動する事で認識され使用可能となります
またBIOSにPS/2接続のオン/オフの切換えがあるマザーボードもある様です
ご使用のシステムに該当の設定項目があるかご確認ください

I received the answer listed below from the maker.
As connection by PS/2 is subject to old standard, it cannot be put on and off when the power is on such
as the connection by USB. After shutting down the personal computer, please unplug and keep the electricity off. Then connect to the personal computer by using PS/2 plug.
By connecting to outlet and booting up, it understands the power and you can use it.
There seems to be a mother board where you can turn on and off that is connected to PS/2 at BIOS.
Would you check if you have the item for setting on the system that you use?

The reply from the manufacturer is below.
Since the PS/2 connection's standard is old, it can't be removed with its power on like USBs.
Please shut down your computer first, unplug its cord, to make electricity off.
Then attach a computer with PS/2.
When plugged in and power on, it is recognized so that it can be used.
There is also motherboard that you can switch on/off the PS/2 connection in BIOS.
Please check if your system can setup the same.
