My budget for studying abroad is limited and I cannot bear the cost of applying for a visa while I am in England. I cannot get the IELTS qualification yet. If I apply for my Visa in England, the fee would be very expensive. As my fund for the overseas education is limited, can't I get an offer without any conditions? I promise I will surely clear the English course.
