私が持っている時計で確認してみました。
時計に向かって右側についているつまみ(リューズ)を2段引っ張ります。
この後リューズを回すと秒針が動きますので、ホームを設定します。
動かない原因としては、以下の原因が考えられます。
・リューズのロックがかかっている
・リューズが2段引っ張られていない(無理に引っ張らないでください)
・リューズの回し方が早すぎる、若しくは遅すぎる
・充電が少ない
・電波が受信されていない
・デュアルタイムモードになっていない
今一度英文のマニュアルでご確認をお願いします。

I checked with the watch that I own.
Pull the crown on the right side of the watch face by two notches.
If you then turn the crown, the second hand moves so you can set the home.
If it doesn't move, there are following possible reasons:
・The crown is locked.
・The crown has not been pulled by two notches (don't pull too hard).
・The crown is turned too fast or too slowly.
・Insufficiently charged.
・Radio signal not received.
・Not in dual time mode.
Please check the English manual again.

After that when turns the stem, the second hand move.
Then you can adjust its home.
The reasons for unmoving cause fallowing below.
・The stem is being locked.
・The stem is imperfectly pulled two steps.
-N.B. please do not do so by force.
・Its battery is critically low.
・The means to turn the stem in speed is too fast or slow.
・Its radio wave is unsuccessfully received.
・Dual-time mode is incompletely chosen.
I am afraid, please confirm again the manual in English.
