私が持っている時計で確認してみました。

時計に向かって右側についているつまみ(リューズ)を2段引っ張ります。
この後リューズを回すと秒針が動きますので、ホームを設定します。
動かない原因としては、以下の原因が考えられます。
・リューズのロックがかかっている
・リューズが2段引っ張られていない(無理に引っ張らないでください)
・リューズの回し方が早すぎる、若しくは遅すぎる
・充電が少ない
・電波が受信されていない
・デュアルタイムモードになっていない
今一度英文のマニュアルでご確認をお願いします。

・The means to turn the stem in speed is too fast or slow.

・Its radio wave is unsuccessfully received.

・Dual-time mode is incompletely chosen.

After that when turns (what turns?) the stem, the second hand moves.
Then you can adjust its home.

The possible reasons for (unmoving cause following below: doesn't make sense).

・Its battery is not sufficiently charged

・The way the crown is turned is too fast or slow.

・Its radio wave is unsuccessfully received.

・It is not set to the dual-time mode.
