When comparing the energy consumption in homes in 1965 with that in 1990, althugh they saved a quarter of all their energy consumption, it increased 20% every year and did not decrease. The energy consumption for civil use after the first oil crisis, had achieved annually 2.9 % growth from 1973 to 1978. Even though compared to time before the oil crisis which the energy consumption increased average 11% each year, the speed had slowed down by a quarter, civil energy didn't decrease. The reason is that compared to western family,Japanese families' the energy consumption still stayed in a low level as they need to permit the basic need for living, which made saving energy be a hard job. Their ways of saving energy were mostly concentrated in saving daily use like closing the switch, going to the bath together and going to bed early.
