第一次石油危機後の民生用エネルギー消費は、1973年から1978年まで年平均2.9％で増加を続けた。年11%程度の増加を示した石油危機前の1965年から1973年までと比較すると４分の１に減速したものの、民生エネルギーはマイナス成長に陥らなかった。これは日本の家庭では、欧米に比べエネルギー消費水準がまだ低く、生活必需性が強かったため節約することが難しかったことによる。節約努力はスイッチをこまめに消す、お風呂にまとまって入る、就寝時間を早くするなどの身近な節約が中心であった。

This is because Japan's household energy consumption levels were still low compare to that of Europe and daily necessities were high, so it was difficult to save energy. Energy saving efforts were focused on immediate and accessible saving such as turn off the light diligently, take a bath without intervals, go to bed earlier.,etc.
