When comparing the energy consumption in homes in 1965 with that in 1990, althugh they saved a quarter of all their energy consumption, it increased 20% every year and did not decrease. It is because, fistly, Japan's energy consumption in homes was lower than that of the western countries, and secondly, in most Japanese households the energy is absolutely necessary to live. Therefore, they saved energy mainly by turning off diligently electricity, sharing a bath together and going to sleep early.

The energy consumption for civil use after the first oil crisis, had achieved annually 2.9 % growth from 1973 to 1978. Even though compared to time before the oil crisis which the energy consumption increased average 11% each year, the speed had slowed down by a quarter, civil energy didn't decrease. The reason is that compared to western family,Japanese families' the energy consumption still stayed in a low level as they need to permit the basic need for living, which made saving energy be a hard job. Their ways of saving energy were mostly concentrated in saving daily use like closing the switch, going to the bath together and going to bed early.
