関税がかかるとあります。

Actually EMS policy describes that there are cases when customs duties may be incurred upon random inspection by the customs office. It also describes that you will be requested to pick up your package at the customs office in such cases.
Where did the request come from? And what do they say for the reason for the upfront fee?
In any cases, we are inquiring with the EMS agency here.
