投稿した際にタイトルが英語以外だとエラーになってしまいます。
URLに英語以外受け付けない設定はどこかでしていますか？
MySQLの設定はUTFになってたので問題ないと思います。
アドバイスでも構いませんので教えてもらえますか？
以下、サンプルURLになります。上のページが表示エラーになります。
あとタイトルが140文字以上だとTweetボタンにURLが表示されません。
個人的にはURL自体をタイトル名ではなく、投稿のIDにした方が良いと思います。

When you post, if the title is not English, you get an error message.
Did you set it up so that the URL does not anything other than English?
As MySQL's configuration was UTF, there should be no problem.
Could you give me advice?
Please find a sample URL below. The page above is displayed as an error.
Also, if the title is longer than 140 letters, the URL doesn't appear on the Tweet button.
Personally, I think the URL should not be a title, but should be a post ID.
