I tried to gather up the invoices that I'm seeking but there are many people who have replied back saying they can't send them.
So am I correct in understanding that because of this it means I can't actually ship them?

This is extremely troubling for me.

So are you also saying that a copy of the payment screen from my PayPal and email or a PDF file displaying this won't be accepted?
