If I may elaborate, albeit I cannot comment on what we may refer to as "general" batteries, lithium-ion rechargeable batteries are not allowed to be shipped to France, EMS-ed nor air mailed.
Though it is possible to deliver the battery to other European countries, currently it is not possible to do so for France in particular.

This is my mere speculation, but I do suspect that this is a regulation of some sort which both the Japanese and the French government has agreed on. I am truly sorry, but this is beyond my control and there is virtually nothing I could do.

Representating the detail, I do not know about the normal butteries, but for the lithium-ion battery, we can not send it from Japan to France using neither airmail, EMS, nor shipping.
We can send it to other European country but to France is not available now and I guess there is a rule by Japanese and French government.
I am very sorry but I can do nothing about this matter.
