私は関税はバイヤーの負担と認識しています。
また、私は配達が遅れた理由が税関なので、配達が遅れたことが理由でキャンセルの理由にはならないと思います。
この返却リクエストは断ろうかと思いますが問題ないでしょうか？

I received a message from the buyer as cited at the bottom.
In my understanding, buyers should pay the customs duty.
Besides, the customs is the cause for late delivery. I don't think this can be a reason for cancellation.
I'm going to reject this request for return. Is there any problem?

I got a mail from the buyer (attached).
I assume that the buyer should pay any customs fee.
Besides, as the customs was the reason for the delayed delivery, I think it should not qualify cancellation.
I am going to turn down the buyer's request. Am I right to do so?
