Please find attached the assessment from HMRC, I have CC’d you into a query. HMRC have refused your application for flat rate, but with your zero rated products the standard scheme may be better. Under the flat rate you still pay the flat rate on all products, even books.



We then need to get back to them with the questions below.



Once you have read the attached fact sheets please answer the following:

• What made you register?

• Can you explain why you under declared VAT?

• Did you read the guidance in the VAT notice before you filed your returns?
