プランBはプランAの代替のプラン（予算を削減するため）であり、プランAのコンテンツはプランBのコンテンツを包括しているので両方受けることの意味合いはあまりありません。

Plan B is an alternative plan(in order to reduce budget) , the contents of plan A is included in that of plan B, it is meaningless to adopt for both in fact.
