②IPCCは、パリ協定の実施にあたり、各締約国の活動や報告の透明性を高めるため、各国の温室効果ガス（GHG）排出量算出方法を規定した改良ガイドラインを議論してきた。改良ガイドラインでは、各国の排出量インベントリの比較手段として、衛星観測の有効性が新たに記載され、京都で採択された。これは、宇宙機関や研究機関が協力して示してきた、衛星による温室効果ガス観測の科学的・技術的進展が認められたことによるもの。この場を借りて、皆さんのご協力に謝意を表したい。

2 In implementing the Paris Agreement, the IPCC has discussed improvement guidelines that specify how to calculate greenhouse gas (GHG) emissions in each country, in order to increase the transparency of activities and reports of each party. In the improved guidelines, the effectiveness of satellite observation was newly described as a means to compare the emission inventory of each country, and it was adopted in Kyoto. This is due to the recognition of the scientific and technological advances in satellite greenhouse gas observation that space agencies and research institutes have cooperated with.
