②IPCCは、パリ協定の実施にあたり、各締約国の活動や報告の透明性を高めるため、各国の温室効果ガス（GHG）排出量算出方法を規定した改良ガイドラインを議論してきた。改良ガイドラインでは、各国の排出量インベントリの比較手段として、衛星観測の有効性が新たに記載され、京都で採択された。これは、宇宙機関や研究機関が協力して示してきた、衛星による温室効果ガス観測の科学的・技術的進展が認められたことによるもの。この場を借りて、皆さんのご協力に謝意を表したい。

In implementing the Paris Accord, IPCC has discussed the amended guidelines, which determines the method of calculation of the amount of each country's GHG emissions in order to pursue more transparency of activities and reports of the parties. The guidelines described the effectiveness of satellite observation and was adopted as the comparative method of emission inventory of each country. This is because all of the scientific and technological progress of GHG observation by satellites, which was hugely provided the cooperation of space agency and research institutions.
