商品が到着致しました。
早速商品を拝見させて頂きましたところ、リール下部のFootナンバーが削り取られており残念です。
この商品はFootナンバーに価値が有り、Footナンバーが削り取られているとわかっていればこの価格では落札しませんでした。
返品したいところですが私は現在日本にいるため、返品送料がかなり掛かってしまいます。
そこでご提案なのですが、20ドルのご返金をお願いしたいのです。
お互いに納得できる形で取引を終了させましょう。

I have received the item.
As I checked it, I found that the Foot Number at the lower part of the reel had been scraped away, and it was very regretful for me.
This item is valuable if it has the Foot Number. If I was informed that the Foot Number had been scraped away, I would have not won it with this price.
To say the truth, I would like to return this to you, but as I live in Japan now, the return shipping fee will cost too much.
So I propose you that you refund me $20.
I hope we will arrange this issue in a way that both of us can agree to each other.
