現在、Aさんは東京ではなく大阪に拠点を移して仕事しています
拠点を移した理由はAさんのご家族の介護対応のためですので、当面Aさんは転勤や転職といったアクションは起こせないと思われます
こういったAさんの海外子会社への異動の打診をSharonさんから頂くのはありがたいですが、今はAさんをそっとしておいて上げてほしいと人事部門としては考えています

Please excuse me for my belated response.
Currently, A has relocated from Tokyo to Osaka and does his business there.
The reason of relocation is due to his need to support his family. I don't believe he would be able to take any actions such as relocation or career change for the time being.
It is appreciated that you would negotiate A's transfer to the overseas subsidiary, but as the HR department, we would like to ask you to leave him alone for now.
