その事に私が精通しているわけではないので、はっきり分かりませんが大変難かし事と思います。

私はプログラミングやシステム構築ができないので100%外部に依存することになり、資金と交渉する為の知識が必要になってきます。

資金面ですが以下のサイトで他者が同じような事を考えシステム構築の仕事を依頼しています。
5万から10万円で提案が2件集まってますが、実際は更に費用が必要だと思いますし
システムを維持する為のランニングコストも考えないといけません。
しかし、不可能なことではありません。
