その税金の金額はとても変です。
間違っているのではないでしょうか。

個人間の贈り物として送っていますので、送り状のコピーを添付します。
申告金額は日本円で1,500円（≒€12.8）です。

税関に連絡をして、何故そのような金額の税金になるのか確認すべきだと思います。
日本円と€を間違っているのかもしれません。
何故そのような金額になるのかが分からなければ、ベストな対応がわかりません。

The amount of the taxes is quite strange.
I think that is incorrect.

Since I have sent the item for a personal gift between two individuals, I hereby attach a copy of the invoice. The declared amount is 1,500 JPY
(≒€12.8).

I think you should contact the customs office and confirm why this amount of the taxes is so high. They must be mistaking the unit of Japanese yen for that of Euro.
I have no best way to handle this case unless I can figure out why there would be such a price.
