不要となった動物のケアを行う施設が不十分。日本人はペットをペットショップで買うが、保健所の動物を飼いたがらない。多くの人がペットの避妊を行わず、望まれない動物の赤ちゃんたちが捨てられています。ペットカフェ（フクロウカフェなど）は動物をきちんと扱わないことが多く、法規制も十分に行われていません。
