損傷を受けた荷物を受け取ったバイヤーに、郵便局に行ってダメージレポートを書いてもらうよう要請する。
（相手方の郵便局は、面倒臭がっていてダメージレポートを書こうせず、言い訳をしている。バイヤー自身も、商品を預けなければいけないので、郵便局に行きたくないと思っている。しかし、「出来る限りの協力をする」と言っていた）

Japan Postにダメージレポートについて確認を取りました。
以下のことは、万国郵便条約で定められていることです。

「送り主」ではなく、「受け取り主」が郵便局で、現物（損害を受けた商品、梱包材など含めて）持って行き、ダメージレポートを書いてもらう必要があります。
受け取り主であるあなたが、ダメージレポートを書いてもらってはじめて、送り主である私の国の郵便局が調査をし、損害賠償金額について決定します。

I have confirmed about the damage report with Japan Post Office.
Universal Postal Convention defines the contents below.

Not "Sender" but "Receiver" needs to bring the item (everything including the damaged item, packing material and others) to the Post Office, and have damage report created by therm.
Only after you, who is the receiver, have the damage report created, the Post Office in my country, who is the sender, will investigate on the issue, and determines the amount of money of compensation for the damaged item.
