お待たせして申し訳ありません。
先ほど郵便局で発送の手続きをいたしましたが、EMSでは送る事ができないと言われてしまいました。
現在の所在地は日本国内の基地でしょうか？
日本国内の基地へ発送する場合、日本の通常郵便（追跡番号有）での発送となります。
またアメリカの基地宛の場合もEMSは利用できず、e-packetでの発送となります。
基地宛の発送が初めてなこともあり、ご迷惑をおかけして申し訳ありません。

I am sorry for having kept you waiting so long.
I have arranged the shipment of the item at the post office, but I was told that they can not send it via EMS.
Is your current address that of any base in Japan?
In case we ship the item to the base in Japan, we use regular mail (with a tracking number) for the shipment.
And, in case we ship the item to US base, then we cannot use EMS, but we use e-packet for the shipment.
As it is my first time to send the item to a base, I am sorry for bothering you,
